back off the locking nut, righty-tighty till its finger tight. Use a 5mm allen key in the end of the bolt to secure it while you tighen the locking nut onto the washer.

Best thing to do is light the track off the ground, lock the park brake and check your secondary for 2-3mm of play. To tight is not good, too much play is not good either. Some people say a belt cog worth of play, same idea though.
