I'm guessing this is wore down? Bearing is loose. Looks to me like the guy that had it before had a seized bearing.

Some of them just did that. No seized bearing required. Happened to the shaft by the brake rotor too sometimes.

Can't build it up it would burn the glue out that holds that end together. That's not a joke that's a fact. And that will be alloyed with something like magnesium to make it harder, so you can't weld it. The only thing you might be able to do is speedy sleeve it. Or just buy a new shaft.

Yes it will, provided the drivers are correct. You will have a small splined stub that sticks out on the clutch side but not a problem. You should spray an anti-rust coating on the drive end to prevent corrosion and make removing the lower belt pulley easier down the road.
