07 800R weird idle

Just installed a shortblock in sled, starts great, idle doesn't stay consistent. When bumping the throttle the engine wants to rev up on it's own and stay there. Pull the tether and it won't shut down. No bells or lights going off. Not my first BBQ so it's not a poor install issue. Reeds are perfect, boots are not cracked or torn, everything is hooked up properly, throttle cable is not binding raves are clean and not binding either. Set mixture screws to 1.5 turns out from lightly seated. Any info would be appreciated. Thx.

Balance maybe? I've had them do that if one carb is open more than the other.

Done. Previous owner had zero throttle cable freeplay. Pulled carbs, cleaned, reassembled, set freeplay. Runs great.
