Secondary problem ( I think) HELP.

I am part by part going through a 98 trail blazer 250 for my uncle.
I am confused with how the secondary feels when turning by hand.
When I hold the outer sheave with one hand and grab the inner with the other,I can rotate
the rear from it's rest position to approx 3 o'clock,(where it stop's dead)the spring tension will return it back to 12 o'clock,but I can turn it from where the spring return's it, to approx the 10 o'clock position.
I'm pretty much a clutch dummy,so I could use some help.
If the spring was broke or out of it's cog,the rear sheave wouldn't return to the 12 o'clock position would it? Shouldn't the spring return the rear sheave all the way counter clockwise ?
