Can i take my motor from my 99 rmk 700 and put it into a 03 sks 800 I know its the newer chassis is it possible?

cant see why not. I'd bet the mounting plate is the same, or very close.

The 800 has an altitude compensator would that fit on the 700 and if so is it hard to swap over?

I think the old compensators were a pressure thing like an atacc system but don't think it would be calibrated for the 700 if it came off an 800. iff you want altitude compensation then install an atacc system and you get temp compensation as well.
