Looks like Russia and those were almost guaranteed propane. Acetylene is almost impossible to find there so they use propane for cutting torch gas.
Propane there is really dirty and only pressurized to about 1/3rd of ours and in sketchy containers. That's about what it looks like when it burns.

Not propane the ones that werent on fire would have had white vapor coming out and they didn't. I'm thinking acetelene it has acetone mixed in it to stabilize it. It also has a wide range of flamibility so it can spark off in a wider ratio of gas to air.
