If my sleds lights turn on when I pull does that mean i have spark?

No. Your lights are controlled by your magneto. Pull a spark plug stick it in the plug boot. Lay the plug so that it is touching the block. Then pull. You will see the plug spark. Don't start it like this.
If the plug doesn't spark it could be plug. Wire or coil.
