Head gasket replacement top end

Have to replace the headgasket on my moms 1996 Polaris Indy 500 (twin carb, liquid cooled). Just a couple questions

• To torque the bolts you follow the torque specs but what torque to start at and the increments? Not gonna start at 20ft.lbs for all them
• Do you use a gasket adhesive sealent? lock tight ?
