I can't say for sure I fully follow what you are trying to describe.
Are you saying when you are riding that the engine stays somewhere between 5000-7000 then eventually or never goes up to 8000-8200 when its warm?
Or when its sticking is the engine actually staying at rpm's even when you let off the throttle? That wouldn't sound like a clutch issue.
Either way, the clutch's, both primary and secondary are pretty easy to maintain. As Maxwell said you really need to get it looked at. You will need a primary puller (threaded rod) to pop it off, its a taper fit, not threaded, for the secondary you need a special tool which maybe someone in your area or riding buddies already has. Handy to have the clutch fork and button clips as well.
If you do a youtube search for DynamoeJoes or other simular videos you can learn a little from those. Otherwise take it to the stealer and have them pull them off and check it out.
