Starter Problems

I have a little 90cc Chinese quad that my father-in-law gave my kids. He bought it for them about 5 years ago, but they never really got to use it much. A couple of weeks ago we went to visit him and while there he was kind enough to load it in the back of my truck when I wasn't looking. No big deal, right? Maybe, if I could get the thing to start. I replaced the battery and the starter, but when I try to start it, I can hear he bendix gear spin but it isn't engaging anything. Any tips?

They use a chain to turn the engine from the starter on them.

Side cover. Might be. Or sized chain , ect.
