Well i always believed that testing soils should be the first step taken in determining what building code to use, berma frost, sand, clay, rock, gravel, water table, frost, fill. Because all these behave differently on a structure and changing small things can make a hugh difference. I know i took this into consideration when building.

Agree 100%. If you don't understand the geology you are working with, everything else is a guess.
