Having truck trouble- Need help!!

I have a 1996 F250 which its instrument cluster fried. Its at the dealer right now getting a new used cluster but the problem is the new cluster reads over 400,000 KM on it and the truck only has 223,000 KM. It is a digital display and Im positive it can be re-programmed but the dealer says "They dont have the tools to do it" whatever the hell that means! I've sent an email to Ford Canada and posted this same question at Blue Oval and so far no responses. As soon as this problem is fixed i can sell the truck mechanically sound as i have made all repairs needed. Does anyone have an answer or suggestions??? I know its illegal to mess with odometers but i would be letting a Ford dealer do it, which i would think would be allowed?.

I DON'T BELIEVE THE CLUSTER CAN BE PROGRAMMED WITHOUT BEING SENT TO FORDS "CLUSTER" REBUILDERS DOWN EAST:(. THE ECU ALSO STORES THE MILEAGE BUT THAT IS NOT RELATED TO THE INTRUMENT CLUSTER. ABOUT THE ONLY WAY AROUND THAT WOULD HAVE BEEN TO FIND A LOWER MILEAGE "USED" CLUSTER ASS'Y......... THERE ARE LOTS OF THEM OUT THERE. JUST CHECKED WITH SEVERAL WRECKERS AND THEY SAID NO PROBLEMO, AND ONE OF THEIR CLUSTERS ONLY HAD 86000KMS:eek:. SORRY, BUT I THINK YOU WILL HAVE TO KEEP THE DEALERS INVOICE HANDY SO YOU CAN SHOW ANY PERSPECTIVE BUYERS IN THE FUTURE, WHAT THE ACTUAL MILEAGE SHOULD BE........

at gm where i work when we request a new cluster it's programmed to the exact milage when the vehical came in and you cannot have a used cluster programmed to a specific milage due to the fact that everyone would use the same"i just bought this used cluster" and need the milage programmed even though it may be true.you should find one with lower milage

Ford quit making the clusters so im out of luck in ordering a new one with the correct mileage. They found me one with 255 000 KM, 32 000Km off, but its better than the 400 000KM one.
