High idle on 2002 polaris 800

I have a 2002 polaris RMK 800 edge that I just bought and it has very high idle even with the choke fully on, the idle goes down a little for a little bit but then comes back up when the choke is on. I did find that it has a weird plastic tube thing made by slp on the intake boots. I am very stuck on why it's doing this, and the idle screw is all the way out.

Try spraying ether or brake clean around the carb boots they may be cracked or delaminated and sucking air behind the carbs. If there's a leak it will rev up.

how tight is the throttle cable. has someone adjusted it tight and thats what is holding the carbs open slightly?
