Brute Force Slide settings(Carb)

Are the throttle slides supposed to be closed completly when off the throttle,pulled the carbs cause the damn thing wont fire.They were full of crap and were just cleaned and checked,got one ride and then it wouldnt start,pulled them off and full of crap again,they will be put back together right this time.Got compression,got spark,seem to have lots of fuel,will drain tank as well and try fresh fuel.
Thought the slides closing all the way was strange but who knows,if you do please tell!

No it won't idle your throttle cable is out of adjustment one way to check is to pull intake tube off with engine in off position hold the throttle open reach in the carb with a finger and see how far the slide go up it should be flush with top of venturi if not there a couple of diffrent places to adjust cable
