97 skidoo mxz 670 wont tach out

i was wondering if anyone can give me an idea i have this sled and i can only get it to tach at about 7000 rpm and top speed i can only get 60 to 70 out of it i changed the plugs and i am thinking maybe a new belt for it another person told me maybe air filter needs cleaned but i am not sure any ideas would help

clutches need cleaning and/ or clickers are on to low a seting for the elevation you are at. move clickers on primary up
