3rd bolt in QD belt bag

Does anyone know what the 3rd bolt is in the bag that came with the 2014 QD belt? There are two the same length and one that is longer I called my dealer and he said use the two that are the same length just seems strange there is a third that is longer?

Ya I have a 2013 and bought the 2014 belt apparently more durable.

13's use the two same length for upper and lower. 14's use the short on bottom and long on top. the donkey's should specify that in the kit instructions but they don't.
