2008 m8 bogging

Drained fuel tank and cleaned inside, cleaned power valves, checked plugs, installed new primary clutch over the summer. The sled won't get over roughly 6500/7000 RPM. Starts up and idles fine but, no jam. Any ideas?

Is the servo motor for the powervalves functioning? Hold track off ground with hood open and rev it up. Have seen that cause the same issue.
