Belt to tight, buttons wore out and binding up, If you have never had it apart there is a wear ring on the inside of the sheave have a look at that, if it is gone it can stick engaged. Multiple things, I would recommend pulling the clutch off and taking it apart. Could be dirty and needs a good cleaning also. Check all parts while you have it apart and replace as needed.

belt deflection needs to be adjusted? bushing in the sliding half is walking out? broken arm in the primary?

one of these questions, will be your answer. maybe
