Was he missing the e-clip to hold the throttle cable in the block, if that was the case i could see this happening easily.

My old 08 split second 860 146 x 2.5 w/ 160/350 primary 19g pin weight, 21/45 gearing, stock 2ndary pulled 7900 RPM on clicker 3 flawlessly. I ran as low as 450s but ended back on 480s with stock needles. I agree with checking your rave valve function and inspect your primary. Easy to do
