Summit 500 detune for kids

Hi guys,
Is there an easy way to slow down a 98 summit 500 that my kids ride but can't seem to get them to slow down. hate to wreck their fun but don't want them to get hurt as well. Don't want to go with the "old" block on the throttle trick as they'll probably have that figured out as soon as their over the hill, if you know what I mean.

adjust the throttle cable so it doesn't fully open the carb slides

I serviced a 4 stroke cat the other day and it had a throttle stop bolted behind the flipper. Have to make one that lets it rev enough to engage the clutch but thats it.
