Polaris 120 Quesitons

I have a Polaris 120 for my son, the track spins all the time. It will move forward on it's own. I don't think it's a throttle issue. Does anyone have any idea what the problem could be? Does it matter?
Also, how tight is the chain supposed to be? This one seems to be pretty loose.

is the idle set too high? can you feel any free play in the throttle lever?
