Chinese quad carb problems

I've got a Hawk 70cc quad for my kids that has some carb issues. I took the carb out to clean it because it wasn't letting any fuel through into the cylinder. When I put it back in, I hooked everything up and she fired right up but I had no throttle control and the throttle was wide open. I took it apart and got the throttle cable in the proper way and it wouldn't fire, plug comes out dry. I've adjusted the set screws with no change and when I dumped some fuel in the cylinder it fired up and dies when that fuel burns through. What am I doing wrong??? Thanks in advance!

I've checked the fuel shut off and its wide open, i've also drained the fuel in the tank and put some fresh stuff in there. The fuel goes through the shut off and through the fuel filter and into the bowl.

i had a similier problem with my sons and it turned out to be the fuel filter was on backwards
