Not quite sure when it was implemented...but this is the written regulation from this web page
(a) at all times, motor vehicles are permitted on roads shown highlighted in green on that map,
(b) during the period December 1 to March 31 inclusive, motor vehicles are permitted on roads shown highlighted in yellow on that map, and
(c) snowmobiles are permitted during the period November 1 to May 31 inclusive.

72 Effective year round in those portions of M.U. 4-1 outlined in red on the attached Map No. 1-72/20V2, except that(a) at all times, motor vehicles are permitted on roads shown highlighted in green on that map,

That's a big area and is says Motor Vehicle Prohibition Area (Closed Year Round)

Be nice to get some clarification from the Fernie snowmobile association? I believe this area run by them?

what do you mean? Its under the Wildlife Act. You can't use a sled for hunting etc in the area but as per FernieHawks post above, Clause 72 says sleds are permitted nov 1 to May 31.
