I had the same problem with loose gaitors, on snowboard my pants with stompers. I used Velcro strips and wrapped it around my ankle. It has seemed to work so far.

When hauling 3 sleds. With a deck and trailer. Would you put 2 on the trailer and 1 on the deck or 2 on the deck and 1 on the trailer? I'd probably put only 1 on the deck to keep more weight on it.
