I had a set polished and clear coated.... first wash it half flaked off. Clear wont stick to Mirror smooth. Need a thick plastic coating like factory or leave it and re-polish occassionally.

You probably can.... and they will take the opportunity to raise the premium. The problem is that in the event of a claim the adjuster perhaps would still want to appraise it at market value. So you may not get that $$ back out in the event of a total loss.
