Xplorer 400 Whale Snot running out of belt cover

Hello-

My 2000 xplorer 400 is an animal and I love it.

I was riding it yesterday and noticed that it started to run rougher, lost RPM, stalled a few times, etc. It started to lack power, then not, etc. It runs great for a while, then not.

There is less coolant in the reservoir, but the radiator is full.
That plastic tube up the left front of the motor seems to never stay full.

There is whale snot looking oily/ greasy water running down the side of the belt cover and in the crankcase. I can drain the crankcase, but it seems to come back and start to run crappy again when it starts to get full.

Is this the water pump seal?

And where, please forgive my apparent laziness, may I find the procedure for getting to the water pump? The Polaris Service Manual is vague and incomplete on this.

Any help is appreciated!
