M1000 Running Rich

I have a 2007 M1000 with a Bikman 1200 kit installed with 56mm throttle body's, new pistons, New cylinders, and Crankseals were changed. It runs excessivaly ritch at lower rpm out of the PTO cylinder. I have tried different plugs, new plug caps,ecm, injectors, all sensors match factory specs. Above 5000 rpm engine smothens out and temps stabilize around 1050 deg. I have even isolated the boondocker from the system.
Any suggestions would be appreciated.
