how to register home built dune buggy / sand rail.

I recently built a small one seater dune buggy and I'm not sure how to go about registering and insuring it. I built the frame myself so it has no vin number on it right now. but I used all the front and rear suspension from a 1999 polaris trailblazer 250 quad along with the gearbox aND some other parts. And a engine from a old snowmobile. Does anyone know if I can just use the vin number from the quad and insure and register it as a 1999 polaris trailblazer?

Someone from registries should be able to help. You probably will need new vin number assigned with new plate riveted on.
