Are the front shocks rebuildable , can they be recharges with nitrogen- front end sagging - use a blade on it occasionally

no they can't be recharged. you just need a set of polaris hd springs. they are about $50.00 a set and can be gotten from any polaris dealer. they will fix all your sagging problems.
