When you pull the cord does the sled try to move? Are you trying e start or with the cord? If a clutch was to be hung up or stuck it would keep the belt engaged which would stop the sled from starting with the track on the ground. Your belt should not be being squeezed by the primary clutch (front/small one) and should be sitting just a bit higher than your secondary clutch (rear/large one) but being held snug between the sheaves. The belt should also have some deflection and not be tight, so can you confirm any of these conditions for us to help us aid you in your repair?

The grinding was just the starter motor being not happy trying to start the engine and turn the track over at the same time. Has this sled got a lot of use, or is it a fairly low mile machine? The bushings can get hung up on corrosion on the shaft which will not let it return to its neutral state. Bring it out and workthe thing a bunch and I bet the issue clears itself up all together. If not I would start digging into the primary clutch.
