I just bought a 1994 summit 583 with 800 ordinal kms on it, this weekend was the first time on it, after 40 kms of riden the primary clutch would shake at idle as the main middle bolt holding it in, came loss, and it will tighten but then bottom out and strip out and then become lose again within 30 seconds of riden, is the primary clutch needing work ? or is it a stripped bolt that could be the problem and replacing the bolt or tapping in a new one fix this ? never had to deal with this before so a little lost

yes appears striped

I would purchase a new bolt and install it. You will have to look it up but i think the torque is about 45ftlbs. If you removed the clutch then it will be a 2 step process to torque the bolt. One to seat the clutch and 2 to tighten the bolt after running the sled for a few minute. You can lookup the process its easy.
The bolt on these models were known to stretch and then come loose. People would try to just tighten them but generally the bolt would bottom out and strip.
The bolt is not harden but the crank is, so the threads in the crank should be ok. Maybe a little cleaning is needed.

Drive pulley retaining screw: torque to 90 to 100 N•m (66 to 74 lbf•ft),install drive belt, accelerate the vehicle at low speed (maximum 30 km/h(20 MPH)) and apply the brake; repeat 5 times. Recheck the torque of90 to 100 N•m (66 to 74 lbf•ft).

It is a non current part number ( 417117900) some dealers might have old stock, there are some on ebay, or you can find used

How are the threads in the crank? Is the clutch off? if the threads look good, no loctite, if they are poor use loctite ( blue)

If the threads are a bit chitty, see if you can find a thread chaser to clean them up. Had to do that on my Etec once when the threads on my bolt went haywire.
