Hey Jon,sounds like the belt is riding too high in the secondary, which makes it seem like the belt is short. Give it the ol' two finger test. Lay a straight edge on top of belt, when on machine, use index finger and forefinger, push down, fingers should be even with bottom of straight edge...

I have an 08 Dragon 700. Started it ran good for 5 minutes, idle went up to about 3000 started to surge a bit up and down, also no lites no gauge. Thought maybe a regulator, put one in no difference. I am stumped, does anybody have any ideas. It does start second pull, idles high then quits.
