Yes you will need to remove the belly pan and the front bumper, in order to remove the bolts from the arms, the tube should be free and should not be pinched, I would move the tube to any spot that it is free from being pinched or pluged.
They will treat you good, my 08 PL Stage 2 Nytro with 2700miles and no problems, I have had my RB3 updated twice with new fuel maps an that is all I have done, happy with mine!
