Its a plastic; called polybead, mezzdeck, etc. A 1/8" plastic on top of 3/4 plywood.
Super durable - carbides hardly scratch it - but SUPER slippery. Superglides on the ramps or especially on a deck are a must!!!
I'm not familiar with TNT but usually trailers with Heat packages (from factory) will also come standard with a safety package: CO2/Smoke Detector & Fire Extinguisher.
Definitely not normal. Warranty if its new!!

Edit - On further investigation, the rear attachment points won't work. I am sure you could rig it to work, but not sure if you'd feel like your bike is safely secured!!
