i have a engine thats stuck it dont wanna kick over i had the top end rebuilt a couple years ago and it has just sat around since then it was never started

i have a 1987 cr 125 that i was rebuilding a couple years back and i stoped messing with it for a long time i had the top end rebuilt and it was never stated. it just sat around i just started messing with it a agian and in dont wanna kick over at all its stuck.how do i go about fixing this prob
