OK, I'm stumped. Almost every time my little guy rides the sled the brake band fails right behind the front loop. Any ideas why? I suspect it's the clutch as the outer drum of the clutch is awfully wobbly on there causing the drum to contact the brake band all the time and overheating it...
I'd vote for the carb float. I had one with a badly worn needle and seat that did exactly what you described. Once I replaced the needle and seat and reset the float she ran perfectly.
I just bought the Oura's from Habervision with the Eliminator fan in them. Haven't tested them yet for fogging but they are definitely wide enough to fit over any frame. Jan from Trax2treadz helped me a lot making the choice and I would highly recommend dealing with her.
