Didn't seem like a big deal to me. However, I'm not sure how I feel about the following new rule:
No person shall operate or be a passenger of an Off-Highway Vehicle where the number of persons on the Off-Highway Vehicle exceeds the number of persons the Off-Highway Vehicle is designed to carry.

That said, unless you're being ignorant, I'm sure this wouldn't really be enforced. ...much like riding along 633. There were plenty of people doubling up at the Family Day rally and the cops left them alone.

My biggest concern with the whole thing is the principal of it. Most of the bylaws already existed;
The helmet rule is new (a good thing)
The hours of operation is new no riding from 10pm to 8am
No riding anywhere where the county has placed a "no OHV" sign

The bylaws themselves are not a really big deal, the counties renewed commitment to the enforcement of said bylaws is troubling.

bylaws look much the same as Parkland County's, that said as you already said "commitment to enforcement" is concerning.

I'd be curious if your new by-law buddy from the rally sticks to his word, and if he does, how long he'll be in the county.
