Looks like a Nevada plate.
We rode with guys from Alabama in Tennessee a few years back. They showed up with two ATV's on a small flat bed trailer they had just made days before. No fenders, no lights, no plate, and one, two inch ratchet strap holding both machines down.

That just goes to show how the media can manipulate.
If they continuously preached that in order to prevent fines and conviction that you had to have a 1 tonne dually to pull a single axle trailer there would be more conformation. If they said you had a 99.7% chance of killing yourself or others if you didn't do this and beat it into their skulls daily its funny what happens.
