Need help adjusting carbs on 95 poo sportsman

Just purchased a 95 polaris sportsman 500 off of brother in law ,he figured he would set the carbs on it he said he only adjusted the two cables on the left side of quad does any one know what the settings for these two cables should be as it has no power at all the way he got it messed up now

You need to adjust the throttle free play correctly or the ETC will cause the studder box to kick in. Open the top of the throttle assembly and adjust the free play until the switch is just closed.
