Thanks for your concern. I think it is just a bad angle of the photo, as I don't recall seeing anything earlier, but the SPCA investigator in charge will look into it some more. I will let you know what I find out.

Update from the SPCA: Belle's coat has started to grow back in. I am sure in time she will have a beautiful coat once again.

The B.C. SPCA submitted charges to Crown Counsel in Prince George on Jan. 22 so everything is now in the hands of the Crown. I was advised that it would be beneficial if people contacted the Crown with their concerns and that it may help the SPCA's case. This is the contact information that I found for the Regional Crown Counsel office. I hope it is correct.

Donations of Funds
I have been asked how people can donate funds strictly towards the upkeep of the two horses, Sundance and Belle. I was advised by the SPCA that people can make a donation to the B.C. SPCA and request the funds go to the "care of Belle and Sundance" (put a remark in the memo line of your cheque). HOWEVER, once the two horses are adopted out (which could happen any time now as they are now legally the SPCA's), any leftover funds can't be used anymore as the SPCA has to use the funds for whatever they were intended to. An option that was suggested to me by the SPCA is to put "care of Belle and Sundance" as a first option in the cheque's memo line, and "Horse Welfare Fund" as a second option. This way any remaining funds can be used to help other abused or neglected horses. Another option is to make a donation to the SPCA's Cruelty Investigations Department as any cruelty investigation costs a lot of money, and the B.C. SPCA relies heavily on donations to do their work. Thank you on behalf of the SPCA.
