Make sure you call your provider to ensure that your data plan will cover tethering. Your provider can tell the difference between tethered data and data usage from your phone or device. Some providers will charge you for it if you do not have a specific teathering plan. Just a head-up....

Yes, you can surf the web and talk on the phone at the same time. I do it all the time. That's with my iPhone 4 and my wifes iPhone 3GS.
